Director Judy Hanson

Resident of the Village Park area of Encinitas.
Finance Supervisor with the San Dieguito Water District/City of Encinitas.
Serves on the San Diego County LAFCO Special District Advisory Committee.
Represents the District on the California Sanitation Risk Management Authority Board.
Past President of the San Diego Chapter of the California Special District Association.

Director Elaine Sullivan

Originally appointed to the Board: 1988. Most recently re-elected: 2006. Current term expires: 2010.
Resident of the La Costa area of Carlsbad.
Has owned an interior decorating business and currently works in the retail decorating business.
Represents the District on the Board of the Encina Wastewater Authority (EWA), serving as Vice President and Policy and Finance Committee member.
President of the California WateReuse Financing Authority Board.

Vice President Allan H. Juliussen

Recently appointed to the Board: 2005. Most recently re-elected: 2008. His term expires in 2012.
Allan had previously served on the Board from 1992 to 2004.
Allan is a resident of the Leucadia area of Encinitas.
Allan is a licensed general contractor in the commercial construction industry.

President David Kulchin

Originally appointed to the Board: 1996. Most recently re-elected: 2006. Current term expires: 2010.
Resident of the La Costa area of Carlsbad.
Holds an undergraduate degree from the University of Florida and a master’s degree from the University of Miami.
Retired from Hughes Aircraft Company, where he was Director of Human Resources, and is currently a management consultant, in addition to teaching at UC San Diego.
Past president of Rotary, Scripps Hospital Community Board and Hospice of the North Coast, and is currently on the Board of the Boys and Girls Club of Carlsbad.

Director Donald Omsted

Served on the Leucadia Wastewater District Board from 1982 to 1986. Recently appointed to the Board: 2006. Most recently re-elected: 2008. Current term expires: 2012.
Resident of Encinitas.
Holds a Bachelor of Science in Biology from San Diego State University and a Masters in Education from Pepperdine University.
Retired from San Diego Unified School District as a Biology high school teacher.
Serves on the Board of Directors for the Batiquitos Lagoon Foundation.
Community service includes refereeing soccer.
Served as President of the Leucadia Town Council from 1971 to 1972.
Member of the League of Women Voters, North Coast San Diego County area.

Meet the Board of Directors

The Board of Directors is elected at large by the voters within the District to four year terms. Board meetings are held on the second Wednesday of each month at 5 PM at the District offices. All board meetings are open to the public, and we encourage attendance and participation by our citizens.
