No rate increase is needed to pay for the proposed project because funds have been gradually accumulated to cover the costs.
The Leucadia Wastewater District’s proposed Site Improvement Project would upgrade the District’s headquarters, field services and treatment plant property located at the corner of La Costa Avenue and El Camino Real.
Summary of Project
The Site Improvement Project involves upgrading the District’s existing headquarters, field services, workshop and storage facilities located at the corner of La Costa Avenue and El Camino Real.
The aging facilities and site layout date back to the 1960s, are no longer suitable for modern operations, and no longer fit aesthetically among neighbor properties.
Project timeline:
February 2004 — Environmental Impact Review for the Site Improvement Project begins.
May 2004 — Design and architectural contracts awarded.
May 2005 — Public review of the Mitigated Negative Declaration, an environmental document that considers effects that may result from the project.
May 2006 — Leucadia Wastewater District is working closely with the city of Carlsbad on the design development of the District’s new facility. The current location at 1960 La Costa Avenue is zoned as commercial. As part of the Site Improvement Project the District is requesting a change in the zoning to a utility classification.
September 2007 — Anticipated completion of all design work.
November 2007 — Expected bid opening date. Distribution of bid documents will be coordinated through OCB Reprographics: www.ocbinc.com.
January 2008 — Estimated construction initiation.
January 2010 — Estimated construction completion.

New Site Layout
The upgrade project involves new buildings and rearrangement of the headquarters and field services property. The headquarters building is planned to be moved farther away from the adjoining shopping center, and the site reorganized to allow for better traffic circulation, space utilization and functional relationships. The buildings and landscaping would also fit more attractively into the neighborhood.

New Buildings
New construction would consist of nearly 20,000 square feet of space following demolition of existing buildings and re-grading for the land. Total cost is estimated to be about $8.2 million, which would come from funds gradually accumulated over the years; no rate increase in needed to fund the projects.

Recycling Facility Unaffected
Also located on the headquarters property is the Gafner Water Recycling Facility, built in 1993, which will continue to operate in its current location and is not a part of the upgrade project.
Project Will Serve Present and Future Needs
The upgrade project not only will serve present needs but the new site layout also will accommodate future requirements. The project was recommended following a formal Needs Assessment that analyzed current as well as future expected needs for the headquarters property.
